About this opportunity

The Department of Justice (DOJ), Justice Management Division, Procurement Services Staff, has issued a Special Notice regarding a sole source contract award to the Washington Metropolitan Area Transit Authority (WMATA). This notice, posted on November 20, 2025, announces the DOJ's intention to establish a contractual relationship with WMATA for its Offices, Boards and Divisions Transit Subsidy Program. The acquisition will be conducted as a sole source procurement under FAR 6.302-1, which permits award to a single responsible source when no other supplies or services will satisfy agency requirements. WMATA is located at 600 5th Street NW in Washington, DC 20001. No competitive solicitation will be issued for this contract action, as this is a notice of intent rather than a request for proposals.

The primary objective of this contract is to provide DOJ employees with SmarTrip cards and access to a web-based system for entering monthly fare amounts, enabling employees to utilize transit services across the Washington, D.C. metropolitan area through WMATA and affiliated systems. The DOJ has determined that Smart Benefits represent the only acceptable form of fare media for the District of Columbia METRO system and other public transportation providers in the region, establishing WMATA as the sole source provider. The due date for this notice is December 1, 2025, though this represents a notification deadline rather than a bid submission date. The DOJ intends to issue sole source contract actions annually until the program expires. Eligible participants are limited to WMATA, as the sole source determination precludes competition; other contractors and vendors are not eligible to participate in this procurement.
