About this opportunity

The U.S. Army Corps of Engineers, Seattle District is procuring maintenance dredging services for three Federal Navigation Channels in Willapa Harbor, Washington through solicitation number W912DW26BA001. The project requires mechanical clamshell dredging of approximately 180,000 cubic yards across the Bay Center, Nahcotta, and Tokeland channels, with an additional 10,000 cubic yards potentially required in the Bay Center/Palix River Access Lane to ensure adequate transit depths for dredging equipment and support vessels. Dredged material will be disposed via bottom dump scow at either the Cape Shoalwater or South Channel open-water dispersive disposal sites. The solicitation emphasizes the significant navigational hazards present in Willapa Bay, including an exposed Pacific Ocean entrance, shifting shoals, unpredictable weather conditions, and over 50 unreported groundings annually, which present serious safety challenges for contractor operations. The bid opening occurred on January 13, 2026, with three amendments issued to the original solicitation posted on November 17, 2025, and the evaluation criteria focus on competitive bidding with the Independent Government Estimate (IGE) established at $8,099,000.

This solicitation included no small business set-asides. Three contractors submitted bids: J.E. McAmis, Inc. submitted the lowest bid at $6,269,500.00 (22% below the IGE), HME Construction, Inc. bid $9,249,250.00 (14.2% above the IGE), and Manson Construction Co. bid $16,891,900.00 (108.6% above the IGE), indicating significant variation in contractor pricing strategies for this complex project. Work is anticipated to commence in summer 2026 with staggered in-water work windows varying by location: Bay Center/Palix River from July 16 through September 30, Nahcotta from July 16 through February 1, and Tokeland from July 16 through February 15, accommodating the worst season for storm and marine conditions in the region. The project encompasses base items including mobilization/demobilization, initial dredging of 25,000 cubic yards at Bay Center Entrance Channel, water quality monitoring, and access lane dredging, with optional items providing additional dredging quantities at various locations. Performance will occur in Ocean Park, Washington 98640, with operations conducted across the three separate channel locations within Willapa Harbor.
