This is a 100% small business set-aside under NAICS 513130 (Book Publishers), with a size standard of 1,000 employees.
Place of performance is Maxwell Air Force Base, Alabama. The contractor must deliver digital draft reviews by January 25, 2027 and final deliverables by March 15, 2027. Deliverables include professional editing conforming to American Psychological Association Publication Manual, 7th Edition; typesetting and graphic design; cover design; paperback and e-book formatting in PDF, EPUB, Kindle, and other industry-standard formats; ISBN/ISSN and Library of Congress registration; one proof copy in physical and digital formats; printing and shipping of 100 copies of each book to Maxwell AFB; and digital files on CD/DVD with linked table of contents. Final paperback dimensions are approximately 6" x 9.25" with four-color covers. The two manuscripts are "Department of the Air Force Civilian Managerial and Supervisory Framework for a Mission-Driven Organization" (65,000 words) and "United by Mission: A DAF Civilian's Practical Guide Conflict Resolution and Organizational Performance" (60,000 words). Electronic versions must permit users to copy or highlight text for educational purposes while preventing unauthorized modification. No travel, classified access, or Air Force installation or network access is required.
Award is firm fixed price, based on technical acceptability as the primary factor and price as secondary. A 10% price evaluation preference applies to HUBZone small business concerns that do not waive the preference. The contracting officer is at Maxwell AFB; inquiries may be directed to Samantha Millington (493-5611) or Daniel McKinley (334-953-7588).
