About this opportunity

The U.S. Army Corps of Engineers, Detroit District is conducting market research through this Sources Sought notice to identify contractor capabilities for vegetation management and maintenance at Pointe Lookout Harbor in Au Gres, Michigan. The work involves removing overgrown vegetation, including large trees, brush, shrubs, and invasive plant species from the harbor's North wall, specifically targeting the rubble mound breakwall and revetment structures. Contractors must demonstrate capability to perform work using manual or mechanical methods appropriate to the site's limited accessibility and structural sensitivities, with a 3-foot wide concrete sidewalk providing constrained access to the breakwall section while the revetment area allows larger equipment operation. The market research seeks to evaluate contractor interest and qualifications across various business types, including small businesses, 8(a) firms, veteran-owned, woman-owned, and HUBZone enterprises classified under NAICS Code 561730 (Landscaping Services). Potential respondents must submit the Sources Sought questionnaire by December 15, 2025, providing company information, socioeconomic status, unique entity identifier, CAGE code, self-performance percentages, subcontracting plans, scheduling capability, and three similar past project examples completed within the last ten years.

This notice is issued for market research purposes only and does not constitute a formal solicitation, invitation for bid, or request for proposal, and no award will result from this Sources Sought notice. No set-aside designation has been applied to this procurement, making it open to all eligible business entities. The government has not disclosed a specific award value or budget range in this market research phase, as the notice is preliminary and designed to assess contractor availability and capability prior to formal solicitation development. Maintenance work at the site focuses on restoring the structural integrity, functionality, and inspectability of the breakwall while ensuring safe and environmentally responsible practices. Site photographs dated July 20, 2023, and aerial imagery provide visual documentation of the project location and current conditions, with the challenging terrain and vegetation overgrowth highlighting the specialized nature of the required work.

INTRODUCTION:

The U.S. Army Corps of Engineers, Detroit District, is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities for maintenance at the Pointe Lookout Harbor, located in Au Gres, Michigan. Pointe Lookout Harbor features significant overgrowth of large trees, brush, and other vegetation. Maintenance must be conducted at the site to keep the site functional. Work is expected to include maintenance at the harbor’s North wall, such as, but not limited to, tree cutting, topping, herbicide application and vegetation removal. The objective of the project is to remove all unwanted vegetation, including small and large trees, shrubs, and invasive plant species, from the surface and crevices of the existing rubble mound breakwall/revetment. The intent is to restore the structural integrity, functionality, and inspect ability of the breakwall while ensuring safe and environmentally responsible practices. Please note, a majority of the work is to be conducted on or within the rubble mound breakwall/revetment, which poses challenges in regards to accessibility of equipment to clear vegetation and the removal/disposal of the cleared vegetation. The use of manual or mechanical methods are appropriate given the site's accessibility and structural sensitivity. The breakwall section accessibility is limited by a 3 foot wide concrete sidewalk with railing on the South side. The revetment section is fully accessible for larger equipment and travel. Pictures of the area of work are being provided in the posting for reference.
