This procurement, designated FA462526Q1002, seeks inspection and maintenance services for the MERLIN Bird Strike system used by the 509th Operations Group. The contract falls under NAICS code 811210 with a small business size standard of $34,000,000 and carries the service code J052. The Air Force intends to award this contract as a sole source acquisition to Detect, Inc. in accordance with Federal Acquisition Regulation provisions 6.302-1(a)(2) and 6.302-1(a)(2)(iii).
The primary objective of this procurement is to maintain the critical MERLIN Avian Radar System that monitors bird activity on and near the runway to ensure flight line safety during aircraft operations. This represents a reacquisition of the previous contract FA462520C0020, with a five-year extended service agreement valued at $35,500 for the first two years and $38,500 for the remaining three years. The sole source justification is based on Detect, Inc. being the exclusive manufacturer and maintainer of the proprietary system, with no other approved contractors identified through market research conducted via SAM.gov. The contract award is scheduled for on or after October 1, 2025, and interested parties should direct questions to SrA Naiya Ortiz and Lynn Duchene at their specified Air Force email addresses. The service agreement will include preventive maintenance, parts replacement, remote monitoring, software upgrades, and 24/7 technical support for this mission-critical bird strike prevention system.
