About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting dry-docking, maintenance, and repair services for two U.S. Army Landing Craft vessels (LCM-8529 and LCM-8548), with proposals due July 26 and a firm-fixed-price award to the lowest evaluated technically acceptable offeror.
This procurement is restricted to sources duly authorized to operate and conduct business in Japan per DFARS 252.225-7042, effectively foreclosing participation by non-Japan-authorized contractors. Place of performance is a contractor facility located within the Seto Inland Sea Area in Japan. The period of performance runs from August 11, 2026 through July 31, 2027. NAICSUP Fleet Logistics Center Yokosuka is the contracting activity on behalf of the Army.
Work includes hull cleaning and painting using hydroblasting and disc-sanding, replacement of zinc protective plates and sea chest plates conforming to JIS H2107 standards, keel cooler chemical cleaning and pressure testing, propeller and shaft cleaning, main engine lubricating oil and filter replacement, stern tube packing replacement, cutless bearing replacement, ultrasonic hull thickness testing with optional reinforcement welding, and sea trials with operational testing. The contractor must comply with U.S. Coast Guard or Japanese Government Shipping Bureau regulations and JIS standards, and maintain detailed painting records per U.S. Army Technical Bulletin TB-43-0144.
Offerors must possess an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR); those without active agreements will be rated technically unacceptable. Three contract line items are priced separately: labor for LCM-8529, materials and other direct costs for LCM-8529, and labor and materials for LCM-8548. The exchange rate is JPY 150.4415 per USD 1.00. Detailed work specifications are accessible only through DoD SAFE; offerors must request access by July 20 at 10:00 AM Japan Standard Time by emailing risa.sakurai.ln@us.navy.mil, with a 14-day access window after approval.
