About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking to procure comprehensive data engineering and analytics support for the Army Enterprise Marketing Office (AEMO) and U.S. Army Recruiting Command (USAREC) to enhance their strategic marketing initiatives. The contract will require the contractor to provide full-time professional support focused on designing and maintaining data repositories, conducting data analysis, and synchronizing multiple Army systems including the Enterprise Marketing Management System (EMMS), Data Warehouse (DHW), and various third-party analytics platforms such as Google Analytics, Adobe Experience Manager, and Datorama. Key qualifications include graduate-level degrees in Business Analytics, Operations Research, or Information Systems, with a minimum of five years of experience in marketing analytics and data engineering, along with demonstrated expertise in Army database systems and marketing analytics tools. The contractor's personnel will be required to be stationed at AEMO headquarters in Chicago, Illinois, and must deliver monthly status reports, quarterly business review contributions, and comprehensive social media and regional marketing analyses to support Army leadership decision-making. This is a Sources Sought Notice only, issued for information and planning purposes; responses are requested no later than 10:00 a.m. Eastern Time (Fort Knox Local Time) on December 9, 2025, and the government is not currently accepting quotes, bids, or proposals.

This procurement carries no set-aside designation and represents a non-personal services contract with a performance period running from May 28, 2026, through May 27, 2031, with an optional six-month extension available. The contract will require two full-time professionals dedicated to developing and maintaining data structures, creating real-time dashboards updated multiple times daily, and conducting predictive analytics to provide actionable marketing intelligence to recruiters, accessions commanders, and Army senior leaders. While no specific budget range or award value is disclosed in this pre-solicitation notice, the five-year base contract period with extension option and requirement for two full-time resources stationed on-site suggests a substantial engagement. The contractor must also demonstrate proficiency in tools such as Microsoft PowerBI and familiarity with Army accession enterprise terminology and operations. Interested vendors should note that this preliminary notice does not obligate the government to issue a formal solicitation and does not constitute a commitment to contract.
