About this opportunity
The U.S. General Services Administration (GSA) is soliciting competitive proposals for the supply of natural gas to approximately 170 federal facility accounts located across multiple utility service territories nationwide. Technical proposals must be received by 3:00 p.m. EST on April 30, 2026, with pricing submissions to follow on announced auction dates throughout fiscal year 2026 using an Enel X internet-based platform. Qualified offerors must demonstrate current approval as a natural gas supplier in specified local distribution companies, maintain firm transportation agreements with interstate pipelines, possess financial capacity rated A or better (or provide current audited financials), and submit small business subcontracting plans if contract value exceeds $900,000. Awards will be made to the lowest-priced, technically acceptable offeror(s), with GSA reserving the right to make multiple awards and conduct separate auctions for different pricing groups throughout the fiscal year. The solicitation contemplates contract terms of up to 60 months for full monthly billing cycles, with pricing to include all costs upstream of the delivery point, such as balancing, nominating, storage, and transportation fees, plus a $0.065 per dekatherm fee for energy procurement support services.
This solicitation contains no set-aside designations and is open to all responsible sources. The natural gas accounts span approximately 25 states and serve multiple federal agencies including the Department of Veterans Affairs, Bureau of Prisons, USDA, NASA, EPA, and the Department of Energy, with annual consumption volumes ranging from minimal amounts to substantial industrial usage exceeding 345,000 dekatherms. Contract start dates are scheduled from June 2026 through February 2027, with GSA providing only monthly usage data and not disclosing daily or hourly volume information to offerors. The place of performance is Washington, DC, USA, with primary points of contact at the GSA Retail Utility Services Division including Mark West, Brenna Lanphear, and Romon McCord. Amendment 0001, issued April 22, 2026, removed two accounts from the solicitation and updated pricing component confirmation tables and preliminary account listings.
