About this opportunity

This solicitation has been cancelled effective May 5, 2026, and is no longer pursuing. The 42nd Contracting Squadron at Maxwell Air Force Base, Alabama solicited mold removal and remediation services for the Civil Air Patrol, with offers originally due May 6, 2026 under solicitation F2XTA96107AW01.

The procurement was a 100% small business set-aside restricted to open market quotes; GSA Schedule and GWAC quotes were explicitly excluded. Place of performance was Building 848 (CAP Warehouse, 30 Arnold Street, Montgomery, Alabama 36112), with a mandatory site visit scheduled for April 24, 2026 at 10:00 AM CDT. NAICS code 562910 (Remediation Services) applied with a $25 million small business size standard.

Work scope included removal of moisture-damaged and mold-contaminated materials, cleaning and treatment of wall and ceiling cavities with EPA-registered disinfectants and mold inhibitors, HVAC system decontamination using negative pressure and HEPA-filtered equipment, post-remediation air and moisture testing, and daily debris removal. Completion was required within 30 calendar days with extensions of up to 5 calendar days available in writing. Work was to be performed during normal business hours (8:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays). Contractors had to be currently certified in mold remediation; supervisory personnel required OSHA-qualified competent person status with completed OSHA and mold abatement training.

Award was firm-fixed-price based on best value: technical acceptability (pass/fail evaluation of remediation plan and key personnel certifications) served as the initial criterion, with price as tiebreaker among technically acceptable offers. Contractors were required to be registered and active in SAM at offer submission. Offer prices had to remain firm for 30 calendar days from the proposal deadline. The Government reserved the right to cancel due to funding unavailability.
