About this opportunity

The 436th Contracting Squadron at Dover Air Force Base, Delaware, through the Department of the Air Force Air Mobility Command, is seeking a contractor to provide airfield striping and rubber removal services for fiscal year 2026. The contract requires repainting existing and new pavement markings across approximately 290,000 square feet (225,000 square feet reflective and 65,000 square feet non-reflective), providing layouts for new markings, removing built-up and flaking markings up to 10,000 square feet, and ensuring 85 percent rubber removal from designated runway areas. Successful contractors must demonstrate specialized equipment capabilities for rapid airfield striping, have experience with FAA standards compliance, maintain bonding capacity, and possess the ability to obtain base access and security clearances. The Sources Sought notice, issued on September 24, 2025, required interested firms to submit capability statements by October 1, 2025, detailing their qualifications, relevant project experience with comprehensive references, bonding capacity, and small business status designations. The formal solicitation is anticipated to close on January 9, 2026, and all awarded contractors must be registered and active in the System for Award Management (SAM).

This contract is designated as a Total Small Business set-aside, limiting competition to eligible small business entities. The estimated contract value ranges between $250,000 and $500,000 under NAICS code 237310 (Highway, Street, and Bridge Construction) with a $45 million size standard. Work will be performed during two separate mobilization periods of up to two weeks each during spring and fall 2026, with operations limited to 7:30 AM to 4:30 PM, Monday through Friday. The total contract period spans 365 calendar days, though the actual work is concentrated into these two short mobilization windows. Contractors must conduct friction tests before and after rubber removal, comply with strict security protocols including background checks and operational security requirements, and possess the technical capability to meet all FAA standards for airfield pavement markings.
