About this opportunity
The U.S. Army Corps of Engineers (USACE), Portland District has issued a Special Notice announcing its intent to negotiate a sole-source contract with Warm Springs Geo Visions for an ethnoecological survey. The contract opportunity, identified with a specific Federal Contract Opportunity ID, is related to a survey and study to be conducted at Crates Point near The Dalles, Wasco County, Oregon. The notice is prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 and utilizes statutory authority 13.106-1(b)(1)(i) for a non-competitive acquisition. The contract falls under NAICS code 541720 for Research and Development in the Social Sciences and Humanities, with a size standard of $28.0 million. USACE has determined that Warm Springs Geo Visions is the only known source with the proprietary knowledge required to perform these specialized services.
The primary objective of this Special Notice is to conduct an ethnoecological survey, study, and report at the specified location, with Warm Springs Geo Visions as the sole contractor. Contractors interested in potentially challenging the sole-source designation may submit a capability statement to the contracting officer before the response due date of May 27, 2025. No solicitation will be publicly posted, and if no affirmative written responses are received by the deadline, USACE will proceed with the award to Warm Springs Geo Visions without further notice. The contract will require the contractor to provide labor, materials, and equipment to complete the survey. Eligibility is effectively limited, as the agency has determined that no other services will satisfy their specific requirements. The procurement is categorized under Product Service Code B503 for Special Studies/Analysis in Archeological/Paleontological research, indicating a highly specialized scope of work.
