About this opportunity

The Department of Justice (DOJ), through its Justice Management Division's Procurement Services Staff, has issued a Special Notice regarding a sole source contract opportunity with the Washington Metropolitan Area Transit Authority (WMATA). The notice, posted on January 4, 2025, with a due date of January 20, 2025, pertains to the DOJ's Offices, Boards and Divisions Transit Subsidy Program. The contract will leverage WMATA's SmarTrip card system, which provides web-based monthly transit fare management for employees across the Washington, D.C. metropolitan area. This opportunity is classified under the Commuter Rail Systems NAICS category (485112) and the Transportation/Travel/Relocation Rail Passenger PSC category (V213).

The primary objective of this Special Notice is to establish a sole source contract with WMATA to provide transit subsidy services for DOJ employees. The contract will be awarded under Federal Acquisition Regulation (FAR) 6.302-1, which allows for procurement from the only responsible source that can satisfy agency requirements. WMATA will provide SmarTrip cards and a web-based system enabling employees to load monthly fare amounts, with the added benefit of utilizing transit systems affiliated with WMATA. The Smart Benefits system is the exclusive fare media accepted by the District of Columbia METRO system and surrounding public transportation providers. The DOJ intends to issue sole source contract actions annually until the program expires. Importantly, this is not a request for proposals, and no solicitation will be issued, making WMATA the sole contractor for this transit subsidy program.
