About this opportunity
The National Aeronautics and Space Administration Shared Services Center (NASA/NSSC) has issued a Special Notice for the FY25 Total Materia Renewal, indicating intent to award a sole source contract to KEY TO METALS AMERICAS INC. located in Toronto, Canada. The procurement will be conducted under Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), utilizing NAICS Code 541330 and following Part 12 and Part 13 procedures for commercial items and services. NASA has determined that Key to Metals is the sole provider of the required materials database service, which will be accessible through the NASA Technical Standards System (NTSS). The contract will cover comprehensive materials information for 15 NASA facilities, including research centers, space flight centers, and headquarters. The special notice invites interested organizations to submit their capabilities and qualifications for potential competitive evaluation.
The primary objective of this special notice is to secure a web-based materials database solution with extensive search, comparison, and data retrieval capabilities for NASA technical personnel. Contractors interested in participating must submit their capabilities and qualifications in writing to Cara Craft (Cara.s.craft@nasa.gov) by 1 p.m. Central Standard Time on May 16, 2025. The database must provide seamless electronic access, support SAML authentication, and offer comprehensive material information including mechanical properties, chemical composition, temperature values, and advanced material characteristics. Key requirements include monthly database updates, Section 508 compliance, 24/7 technical support, and unlimited web-based training. The contract period of performance will run from June 1, 2025, to May 31, 2026, with the solution to be provided under a corporate license package that includes extended range, SmartComp, Material Console, and compliance components. NASA retains full discretion in determining whether the procurement will be conducted competitively after reviewing submitted capabilities.
