About this opportunity

The Department of the Air Force Pacific Air Forces (PACAF) is soliciting quotes for sidetrack roadbed maintenance services at Tsurumi Fuel Terminal in Kanagawa, Japan for fiscal year 2025. The solicitation (FA520925Q0013) requires a contractor to provide all personnel, equipment, tools, and materials to perform maintenance and repairs on U.S. Government Sidetrack No. 342 and 343, ensuring continuous and reliable railroad operations. Offerors must possess a valid "Supervisor of Railway Construction/Maintenance Work" certification issued by Japan Freight Railway Company, with the licensed individual being an employee of the bidding firm. Technical proposals will be evaluated on a pass/fail basis regarding the certification requirement, followed by a price evaluation based on the total aggregate price of line items. Key dates include a pre-proposal conference on February 27, 2025, questions due by March 4, 2025, and quotes due by March 13, 2025 at 2:00 PM Japan Standard Time.

The contract is an unrestricted solicitation under NAICS code 488210 for Support Activities for Rail Transportation, with no specific set-aside designation. The performance period will run from April 1, 2025, through March 31, 2026, involving maintenance of track roadbed portions, asphalt removal and restoration, flange way cleaning, switching point oiling, and weed control across 13,110 square meters. The work will be performed entirely in Japan, with contractors required to be licensed and registered to perform work in the country. Environmental considerations are significant, as the work area contains soil with elevated levels of lead, arsenic, diesel/waste oil, fluorine, and mercury above disposal criteria limits. The government intends to award a single Firm-Fixed-Price Purchase Order, with a 2-day mobilization period provided for non-incumbent awardees, though mobilization costs will not be reimbursed.
