About this opportunity
The Department of the Air Force Pacific Air Forces is seeking a contractor to perform sidetrack inspection and electrical system maintenance at U.S. Government Sidetrack No. 342 and 343 located in Tsurumi, Japan. The solicitation requires a qualified contractor to provide all labor, materials, transportation, equipment, supplies, management, and supervision necessary to conduct comprehensive inspections and maintenance of railway electrical systems. Critically, the successful offeror must be licensed and registered by Japan Freight Railway Company to perform work within Japan. The contract will be awarded on a firm-fixed price basis with four Contract Line Item Numbers (CLINs) covering sidetrack inspections and emergency repair work. Proposals must be submitted electronically by March 13, 2025, at 2:00 PM, with the government evaluating and selecting the contractor whose price is determined to be fair and reasonable.
The contract is an unrestricted acquisition with a Performance Work Statement covering the period from April 1, 2025, through March 31, 2026. The total contract value is approximately $29,700, with work to be performed primarily during standard business hours (Monday through Friday, 0800-1630), excluding U.S. holidays. Japan Freight Railway Company (JFRC) is the incumbent and, due to Japanese Railway Business Law, the only qualified provider for these specialized services. The place of performance is entirely within Japan, specifically at the Tsurumi Fuel Terminal sidetracks used for rail car staging and transportation of petroleum, oil, and lubricant products. The contract includes specific requirements for environmental management, compliance with Japanese regulations, and handling of potentially contaminated soil in the work area. Contractors must also complete Environmental Management System training and adhere to strict safety and regulatory standards.
