The Naval Air Warfare Center, Aircraft Division (NAWCAD) Procurement Group intends to negotiate a sole source order with Collins Aerospace for the FY25 Propeller Component Improvement Program (CIP). The order will include technical testing, integration, maintenance, repair, logistics, hardware, and engineering support for the propellers that power Navy E-2, C-2, P-3, and C-130 aircraft. The Propeller CIP aims to increase the safety, reliability, and maintainability of the Navy's propeller systems while reducing operating costs. The government intends to procure these services under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing Collins Aerospace as the only responsible source with the necessary technical data, drawings, specifications, and design intent information.

Paragraph 2:

This solicitation is not set-aside. Collins Aerospace is the incumbent contractor and the only known firm capable of fulfilling the government's requirements. The government has not provided a specific award value or budget range, but the NAICS code suggests this is for Other Aircraft Parts and Auxiliary Equipment Manufacturing. Responses from interested parties must be received by 5:00 PM Eastern Time on September 11, 2024.
