About this opportunity
The US Army Contracting Command-Redstone has published a Special Notice announcing its intent to award a sole-source, firm fixed-price contract to Mythics for the renewal of Oracle Database Enterprise Edition licenses. The contract covers a one-year subscription renewal for 40 Named User Plus Perpetual licenses and 8 Processor Perpetual licenses, valued at $63,318.64, to support the US Army Space and Missile Defense Command (USASMDC) information networks. The procurement is justified under statutory authority for commercial items acquisition, specifically citing that Oracle Database meets the National Information Assurance Partnership (NIAP) approved products list and aligns with the Command's established IT baseline. The contract performance period will run from September 1, 2025, to August 31, 2026, with delivery expected within 30 days of contract award. This acquisition supports the G6 Operations Branch's ongoing efforts to maintain Defense-in-Depth capabilities for USASMDC information systems.
The primary purpose of this Special Notice is to inform the contracting community of the government's intention to proceed with sole-source procurement while providing an opportunity for other responsible sources to submit responses challenging this approach. Interested parties must submit responses to designated contracting officers Jimpson Young or Tiffany Moody by August 18, 2025, at 2:00 PM CST, with all questions due by August 15, 2025, at the same time. The government emphasizes that telephone or facsimile inquiries will not be accepted, and all communications must be conducted via email. While this is positioned as a sole-source action, the notice clarifies that all responsible sources may submit responses for consideration, though the government retains full discretion in determining whether to compete the requirement. The procurement falls under NAICS code 513210 with a size standard of $47,000,000, and the government notes that procuring alternative database solutions would deviate from approved IT baselines and introduce additional operational risks.
Notice text

A notice of intent to negotiate a sole source action is not a request for competitive proposals. A determination by the government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. All responsible sources may submit a response which will be considered. All responses should be directed to Jimpson Young at jimpson.l.young.civ@army.mil or Tiffany Moody at tiffany.a.moody.civ@army.mil and must be received by 18 August 2025 2pm CST.
