About this opportunity

The U.S. Coast Guard published this Limited/Sole Source Justification Notice for the renewal of Hewlett Packard Enterprise (HPE) hardware and software maintenance services to support their network infrastructure. The justification is based on the proprietary nature of HPE software and hardware currently deployed throughout the USCG network, requiring exclusive HPE maintenance to receive security patches, software updates, and technical support that no other vendor can provide. The Coast Guard determined that without HPE maintenance, their systems would become vulnerable to cybersecurity threats and fail to operate properly, compromising their ability to meet change management and configuration management requirements. The contract was awarded to an unknown vendor under contract number NNG15SC70B on September 24, 2025, though the award amount was not disclosed in the public notice. The maintenance renewal covers a one-year performance period from August 15, 2025, through August 14, 2026, and will be funded through the FY25 budget. While the requirement is sole-source due to proprietary constraints, the Coast Guard plans to compete the procurement among authorized HPE resellers to ensure fair pricing.

Notice text

HPE software and hardware is proprietary and is currently used throughout the USCG network infrastructure.  The HPE annual hardware and software maintenance renewal must be purchased in order to keep the software up to date, receive security patches as they are released, and maintain hardware capabilities.  No other brand can provide the proprietary software and hardware updates. If HPE maintenance is not utilized the software and hardware will not receive updates, will be vulnerable to cybersecurity threats, and will not operate properly. Thus, the maintenance renewal is necessary to ensure the USCG can continue to meet the change management and configuration management mandates for all components that reside within its boundaries.

Awarded contract NNG15SC70B to unknown vendor for unknown amount on 2025-09-24.
