About this opportunity
The U.S. Army Corps of Engineers, Galveston District Office, is procuring maintenance dredging services for the Channel to Port Mansfield in Willacy County, Texas. The work involves dredging approximately 1,399,000 cubic yards of material from the shallow draft channel and beneficially placing sandy material north of the Padre Island National Seashore beach. Contractors must be registered in the Systems for Award Management (SAM) and enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding, as the NIST score is a responsibility item that could result in non-responsible determination if absent. The work is subject to strict environmental windows for sea grass, turtle nesting, and piping plover protection, requiring all operations to comply with these constraints. The solicitation is expected to be issued in July 2025 with responses due in August 2025, and contractors must provide Performance and Payment Bonds within five calendar days after award.
This procurement is designated as a small business set-aside with an estimated contract value between $10 million and $25 million, falling under NAICS code 237990 with a small business size standard of $37 million for dredging and surface cleanup activities. The base contract includes a 240-calendar-day completion timeline, with three optional dredging locations within the Port of Port Mansfield adding 9, 17, and 21 additional calendar days respectively. Three alternates for breakwater and geogrid composite installation work would add an additional 148 calendar days if awarded. The contract structure will be firm fixed price, and if awarded to a large business exceeding $1.5 million, a subcontracting plan will be required with specific percentages for various small business categories. No incumbent contractor information was provided in the pre-solicitation notice.
