About this opportunity

The Department of the Army Corps of Engineers Engineering District Seattle is conducting a sources sought announcement for a hydraulic dredging project on the Snohomish River Federal Navigation Channel in Everett, Washington. The project involves dredging approximately 190,000 cubic yards of material from two specific sections of the channel using a hydraulic pipeline dredge, with material placement at Parcel "O" and Jetty Island. Interested firms are invited to submit a capabilities package that includes company details, CAGE code, bidding interest, and business classification. The government will use these responses to determine the appropriate acquisition strategy, potentially setting the solicitation aside for specific small business categories or keeping it unrestricted. Responses must be submitted to Hien Ho via email by 2:00 PM PT on March 11, 2025, with all interested firms required to be registered and active in the System for Award Management (SAM.gov).

The contract is preliminarily set aside for small businesses, with potential priority given to 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractors. The project is classified under NAICS code 237990 for Other Heavy and Civil Engineering Construction, with an estimated construction magnitude between $1 million and $5 million. The dredging work is restricted to an in-water work window from October 16, 2025, through February 14, 2026. No reimbursement will be provided for information submission, and this sources sought announcement is purely for market research and informational purposes. The results of this survey will remain in effect for one year from the notice date, and while no solicitation is currently available, a separate solicitation will be published on SAM.gov if the government decides to proceed with the project.
