About this opportunity

The U.S. Army Corps of Engineers, Engineering District Tulsa, is seeking to establish a Multiple Award Task Order Contract (MATOC) for civil horizontal Design-Bid-Build (DBB) construction projects within the Southwest Division's area of responsibility. This Indefinite Delivery/Indefinite Quantity (IDC) contract will support critical civil works horizontal construction in Oklahoma and north Texas, with potential project locations spanning Kansas, Oklahoma, and Texas. The solicitation aims to create a pool of up to 5 contract holders, with all construction projects following the DBB methodology. Proposals must be submitted by January 29, 2025, with the contract evaluation focusing specifically on DBB project capabilities. The government is seeking small businesses capable of executing civil engineering construction tasks within the specified geographic region.

The contract is exclusively set aside for small businesses, with a total shared contract capacity of $99 million. The MATOC will be awarded as a Firm-Fixed-Price contract with a five-year duration, consisting of a three-year base period and two one-year option periods. Task orders will be competitively awarded among the selected MATOC pool members, with funding available to meet minimum contract guarantees. Performance will be concentrated in specific USACE dam and recreation areas across Kansas, Oklahoma, and Texas, with precise performance locations to be determined at the individual task order stage. The North American Industry Classification System (NAICS) code 237990 for Other Heavy and Civil Engineering Construction governs the procurement, and the Primary Service Code Z2LB focuses on repair or alteration of highways, roads, streets, bridges, and railways.
