About this opportunity

The U.S. Army Corps of Engineers, Detroit District, is conducting market research through this Sources Sought Notice to identify qualified contractors capable of performing maintenance dredging and confined disposal facility (CDF) maintenance at Bolles Harbor and Monroe Harbor in Monroe County, Michigan. The procurement seeks contractors with expertise in dredging operations, equipment mobilization and demobilization, and CDF maintenance activities including vegetation clearing, tree removal, and dike maintenance. Key requirements include dredging Bolles Harbor to depths of 6 feet (inner harbor) and 8 feet (outer harbor) using the box method, and dredging Monroe Harbor hydraulically to depths of 20-23 feet with a required 25-foot buffer zone near sheet pile walls. The evaluation criteria will focus on contractor capabilities, past project experience, bonding capabilities, and socioeconomic status, with the NAICS code 237990 (Other Heavy and Civil Engineering Construction) applicable to this procurement. The deadline for responses to this Sources Sought Notice is December 30, 2025, and interested contractors should note that this is market research only and does not constitute a formal solicitation or guarantee of award.

No set-aside designation has been applied at this time; however, the government has indicated that based on responses received, this requirement may be set-aside for small businesses in full or in part, or it may be procured through full and open competition. No incumbent contractor or current award value has been identified in this pre-solicitation notice. The project scope encompasses work at two separate harbor locations with varying dredging depths and methodologies, requiring contractors to demonstrate capability across both mechanical (box method) and hydraulic dredging operations. The contract will require comprehensive CDF maintenance operations, including clearing and grubbing within placement cells at both locations, and contractors must be prepared to mobilize and demobilize dredging equipment to complete the full scope of work. Specific budget information and final contract award value have not been disclosed in this market research phase.
