About this opportunity

The Department of the Air Force Air Education and Training Command is seeking to procure 100 cooling vests for the 42d Security Forces Squadron at Maxwell Air Force Base in Alabama. The solicitation, numbered F2X3B25076A001, is a combined synopsis/solicitation for commercial items focusing on specialized cooling vests designed to protect security personnel from extreme heat conditions. The vests must be machine washable, weigh less than 6 lbs, adjustable from XS to XXL, and available in military uniform colors such as black, tan, coyote brown, and Air Force Operational Camouflage Pattern. Proposals must be submitted via email to William M. Griffiths and William Stallings by 12:00 pm CDT on April 25, 2025, with the award being made to the lowest-priced offeror meeting minimum requirements. The evaluation will utilize competitive best value acquisition procedures under FAR 13, with offerors required to be registered and active in the DoD Systems for Award Management (SAM) database.

The procurement is designated as a 100% small business set-aside under NAICS Code 315990, with a size standard of 600 employees. The vests are intended to enhance operational effectiveness by reducing heat-related medical risks and maintaining personnel performance during entry control, patrols, and emergency responses. The technical requirements specify that the cooling vests must provide 1-3 hours of cooling while being worn discreetly under uniforms and secured with a zipper. Delivery will be made directly to the 42d Security Forces Squadron Supply Section at Maxwell AFB, Alabama. The solicitation requires brand new items with standard manufacturer warranties, emphasizing the need for lightweight, non-restrictive vests capable of regulating core body temperature. No funds are currently available for this procurement, and the government is seeking "open market" proposals with no refurbished or used items accepted.
