About this opportunity
The Naval Air Systems Command (NAVAIR) intends to procure Tactical Air Navigation (TACAN) transponder systems and associated components through a sole source, Firm Fixed Price contract. The procurement covers FY24-26 requirements and includes various TACAN equipment such as AN/URN-32 and AN/URN-33 systems, upgrade kits, beacon kits, antenna systems, amplifier assemblies, and remote control units, along with associated technical data and Engineering Change Proposal efforts. NAVAIR has determined that only one responsible source can satisfy the agency's requirements within the necessary timeframe, justifying the sole source approach under 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The Government does not intend to use FAR Part 12 provisions for this acquisition. The due date for this pre-solicitation is September 25, 2025.
This procurement does not utilize any set-aside designations and will be awarded directly to Thales USA, Inc. of Overland Park, Kansas, which serves as the sole designer, developer, and manufacturer of the required TACAN systems. The contract encompasses substantial quantities including approximately 45 TACAN AN/URN-32 Upgrade Kits, 45 URN-32 Remote Control Status Unit Upgrade Kits, 16 AN/URN-33 Beacon Kits, 62 OE-4691 Antenna Systems, 168 High Power Amplifier Assemblies, 42 Low Power Amplifier Assemblies, and 42 Remote Monitor Maintenance Control Kits. While no specific contract value is disclosed, the significant quantities and multi-year timeframe spanning fiscal years 2024-2026 suggest a substantial procurement. Firms interested in subcontracting opportunities are directed to contact Kelly Pederson at Thales USA for potential participation in this defense-related navigation equipment contract.
