About this opportunity
The United States Army Corps of Engineers (USACE) Europe District is seeking to procure design and construction services in Israel to support the Israeli Ministry of Defense through three separate Multiple Award Task Order Contracts (MATOCs). The procurement includes: a Design-Build (DB) MATOC for real property repair, maintenance, and construction services throughout Israel; a Design-Bid-Build (DBB) North MATOC for new construction and renovations in northern Israel; and a Design-Bid-Build (DBB) South MATOC for new construction and renovations in southern Israel. Only United States firms—either as prime contractors or in joint ventures—are eligible for award. The contracts will be awarded and administered under the Foreign Military Sales (FMS) program, with all U.S. procurement laws and regulations applying. The solicitation will be conducted under Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation and FAR Part 36, Construction and Architect Engineer Contracts. The pre-solicitation notice was posted on June 17, 2020, with a response deadline of July 3, 2020.
This procurement does not utilize any small business or other set-aside designations. The government anticipates awarding at least two contracts for each of the three MATOCs being solicited, representing a total opportunity of approximately $150 million ($50 million per MATOC). The work will be performed in Israel, with geographic demarcation for the two Design-Bid-Build contracts using Beer Sheba as the dividing line between the North and South regions. All contracts will be awarded and paid in U.S. dollars. No reimbursement will be provided for costs associated with responding to this pre-solicitation notice or any subsequent information requests.
