About this opportunity

The Department of the Interior National Park Service seeks qualified firms to provide professional land surveying and mapping services for boundary survey work at War in the Pacific National Historical Park tracts in Piti, Guam, with qualifications due June 9, 2026. This is a Total Small Business set-aside procured under a Firm-Fixed-Price contract vehicle and represents Stage I of a two-stage selection process; qualifications will be evaluated to establish a shortlist for subsequent interviews and proposal submission.

Place of performance is Marine Corps Drive, Guam. Work must be completed by December 30, 2026, with draft deliverables due October 30, 2026. The project requires comprehensive boundary research and survey of two contiguous NPS tracts (104-01 and 104-02) to determine the legislative boundary between them, including recovery and evaluation of unrecorded Navy survey monuments, deed and records research, field evidence investigation, monument setting and recovery, boundary marking, and encroachment documentation. Deliverables include a signed and sealed original land survey plat recorded with Guam Department of Land Management, a Land Surveyors Report, two legal land descriptions, electronic copies of the recorded plat and all research records, an AutoCAD drawing file with full FGDC metadata, and photographic encroachment documentation. A Registered Professional Land Surveyor licensed in Guam must maintain responsible charge; firms must hold current Guam licensure at qualification submission or be eligible to acquire it within 180 days. All survey work must comply with NSPS Classifications and Accuracy Standards for Property Surveys, BLM Manual of Survey Instructions, Guam jurisdictional requirements, and federal boundary law, including establishment of at least two survey control monuments in the Guam Geodetic Network 1993 Datum with OPUS solution data.

Evaluation criteria, in descending order of importance, are specialized land surveying experience over five preceding years; professional qualifications including education and registration; equipment plan; demonstrated knowledge of the Piti locality; capacity; and past government and private contract performance documented in CPARS. Geographic proximity to Piti and recent award volume serve as tie-breaker criteria. Questions are due June 1 by 5:00 PM Eastern Time. NAICS code is 541370; PSC is R404.
