About this opportunity
The Department of the Air Force Headquarters District Washington intends to solicit a contract for the United States Space Force Senior Leader Immersion Course (SLIC) Pilot, with an RFI response deadline of July 25, 2026. No set-aside applies.
The SLIC Pilot is a replacement for the legacy Department of the Air Force Senior Leader Orientation Course and targets newly confirmed USSF Brigadier General Officers and newly appointed Tier 1 Senior Executive Service civilians to prepare them for executive roles in the space domain and complex national security environment. One five-day course is planned, accommodating approximately 30–50 attendees including up to 15 spouses, with Sunday afternoon arrival and Friday afternoon departure.
The contractor must secure a high-quality, self-contained campus venue outside the National Capital Region but within a 100-mile driving radius of the Pentagon, with co-located lodging, dining, and meeting spaces. Facilities must support classified discussions up to TOP SECRET/SCI level, include three breakout rooms with IT/AV support, high-speed Wi-Fi, and comply with JTR per diem limits under an all-inclusive Complete Meeting Package rate structure. Core performance includes program management with a dedicated Program Manager, curriculum co-development with the USSF Office of Primary Responsibility, sourcing of private sector speakers and industry experts, qualified facilitators and mentors, daily feedback collection, and monthly Consolidated Monthly Program Reports. Security requirements include access to Sensitive but Unclassified information, Pentagon/USSF facility badge, CAC, and NCIC background check.
The RFI invites responses from vendors of all sizes through July 25, 2026 at 3:00 PM EST. Questions may be directed in writing to Mr. David Roux or Mr. Blakeley Powell within three business days of release. The contracting office is AFDW/PK Contracting Directorate, Joint Base Andrews, Maryland.
Notice text
Leadership in the USSF requires a specialized, technical, and warfighting mindset focused on out-thinking and out-maneuvering adversaries. While grounded in foundational Department of War (DoW) leadership competencies, USSF leaders must prioritize space superiority, competitive endurance, and joint force integration. The USSF SLIC Pilot provides a targeted orientation to ensure general officers and civilian executives are prepared to dominate the space domain and navigate the strategic, political, and acquisition landscapes of the national security environment.
The scope includes a full range of technical, functional, and managerial expertise to support the development, sustainment, and facilitation of the USSF SLIC Pilot. The goal is to prepare newly confirmed USSF General Officers and newly selected Senior Executive Service civilians to assume executive roles, operate in a complex strategic environment, and lead the USSF in securing the space domain. The applicable NAICS code for this effort is 721110: Hotels (except Casino Hotels) and Motels.
