About this opportunity
This notice seeks engineering services and studies to alter the Trident II D5LE missile for material and component obsolescence, extending its capability for the Columbia Class submarine program through 2083. The Strategic Systems Programs will procure this effort to conduct trade studies including on avionics, structures, test missiles, post boost control and ordnance. Responses are due by March 30, 2019 and the government may use the information received to determine if a competitive procurement is warranted. The period of performance is estimated at seven years.
There is no set-aside designated for this pre-solicitation. The place of performance will primarily be in Sunnyvale, California and Denver, Colorado. As the work is linked to an existing contract with Lockheed Martin Space, they may be considered the incumbent. While award values are not specified, the scope of engineering services and studies over a seven year period indicates this could be a significant opportunity.
Notice text
Strategic Systems Programs (SSP) will be procuring engineering services and studies for risk mitigation technology, hardware, and architectures to alter (SPALT) the Trident II D5LE missile for material and component obsolescence, extending its life to provide a strategic submarine launched ballistic missile capability for the life of the COLUMBIA Class submarine SSBNs (2083), with Lockheed Martin Corporation, Lockheed Martin Space. The trade studies to be conducted will include submarine launched ballistic missile system architecture and technologies for avionics, structures, test missile, post boost control, and ordnance. This effort is inextricably linked to work already being performed by Lockheed Martin Space under contract N00030-18-C-0100, which SSP awarded using other than full and open competition.
The Period of Performance is estimated to be seven (7) years.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
