FY15 Baltic MATOC
Reference: Pre-Solicitation Notice, U.S. Army Corps of Engineers, Europe District's intent to award three indefinite delivery, indefinite quantity (IDIQ) Multiple-Award Task Order Contracts (MATOC). The work for each MATOC will be performed in Estonia, Latvia, and Lithuania, respectively. Services for this contract will include real property repair and maintenance, environmental work, force protection work, utility infrastructure, and construction services.
Update: Solicitation for these MATOCs should be published during the week of 12 January 2015. The U.S. Army Corps of Engineers, Europe District intends to conduct pre-proposal conferences with interested vendors at the following dates and cities.
Monday, 26 January 2015, Tallinn, Estonia, location to be determined
Wednesday, 28 January 2015, Riga, Latvia, location to be determined
Friday, 30 January 2015, Vilnius, Lithuania, location to be determined
Intent of pre-proposal conferences is to educate offerors on the proper preparation of their proposals for these MATOCs.

FY15 Baltic MATOC
This Pre-Solicitation Notice provides the U.S. Army Corps of Engineers, Europe District's intent to award three indefinite delivery, indefinite quantity (IDIQ) Multiple-Award Task Order Contracts (MATOC). The work for each MATOC will be performed in Estonia, Latvia, and Lithuania, respectively. Services for this contract will include real property repair and maintenance, environmental work, force protection work, utility infrastructure, and construction services. Task Orders will primarily address utility infrastructure, general building renovation, road and pavement repair, and general environmental work including, but not limited to, incidental minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, and environmental remedial work. Project work may also include Force Protection type projects and Design Build projects for various construction and utility infrastructure type projects.
Contractors participating in this solicitation must be licensed and approved firms or joint ventures with licensed and approved firms legally permitted to work in Estonia, Latvia, or Lithuania. The desired pool of contracts for the solicitation will be companies proving previous successful experience in Estonia, Latvia, or Lithuania.
The Government will evaluate and select for contract award two or more qualified Offerors per country. A best value determination will be made for the MATOC awards.
Each contract will include a base period, not-to-exceed (NTE) one year and four option periods (NTE one year each), for a total contract performance period NTE five years with a minimum guarantee of $5,000.00 for the entire contract. The maximum contract value, for each contract, is not-to-exceed $49,999,500 for the base and option periods. Individual projects issued under the MATOCs will contain their own estimated values.
The U.S. Army Corps of Engineers, Europe District Contracting Branch, Wiesbaden, Germany will be the procuring office.
Solicitation documents (Request for Proposals and all other applicable documents) will be available on or about 15 December 2014 and the approximate proposal due date will be on or about 26 January 2015. Note: these dates could be subject to change.
The proposals will be evaluated and award made utilizing Best Value Trade-Off source selection policies and procedures in accordance FAR Subpart 15.3 SOURCE SELECTION. The solicitation will be issued in electronic format and will be posted to Federal Business Opportunities (FEDBIZOPPS) at www.fbo.gov. All potential offerors are responsible for downloading the solicitation from the website(s) provided. Potential offerors are responsible for checking the website(s) for any future amendments and downloading those amendments as they occur. No separate notice will be provided.
