Notice text

The Honolulu District of the U.S. Army Corps of Engineers (USACE) proposes to construct  a tactical vehicle wash facility at Kahuku Training Area Oahu, Hawaii.

This is a competitive 8(a) set aside procurement.  It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by  the SBA Hawaii District Office (HDO) and other 8(a) construction firms with a bona fide place of business within the geographical competitive area and with the assigned NAICS code of 236220 Commercial and Institutional Building Construction.  All other 8(a) BD Participants are deemed ineligible to submit offers.  This Design-Bid-Build project will include six wash stations and a new on-site non-potable water well.  The primary facility will consist of the preparation area and wash stations.  The wash stations will use a high-pressure wash system and recycle water to minimize wastewater disposal.  The spent wash water will flow through a water sedimentation basin and oil-water separators, then through a pressure media filter and screen filter, and chlorinated before being deposited into a water supply reservoir.  Treatment will include oil and grease removal, grit removal, and organic control.  A mechanical equipment building will house the mechanical secondary treatment units and the control panels necessary for the facility.  Supporting facilities include utilities, paving, fencing, curbing, and site improvements.  Estimated Construction Cost is between $5,000,000 and $10,000,000. The IFB issuance date is estimated to be on or about July 22, 2010.  A pre-bid site visit will be held on or about July 29, 2010, 0900 hrs (Hawaii Standard Time) at Kahuku Training Area (KTA), Oahu, Hawaii.  KTA is a controlled area and attendees are required to be escorted to the project site.  Bidders interested in attending must call in advance to obtain access prior to the scheduled date and time of the site visit.  To obtain access to KTA, Bidders are required to contact Mr. Arnold Gelacio at (808) 232-2195 or (808) 347-0452.  Prospective Bidders must provide name of each individual attending to include Subcontractors.  The deadline to submit information to Mr. Gelacio is Wednesday, July 28, 2010 at 4:00pm (Hawaii Standard Time). Selection will be based on Low price.  Traditional hard copies of the plans and specifications will NOT be issued on CD-ROM format.  Solicitation plans and specifications will be made available for viewing and/or downloading via access through the Federal Business Opportunities (FedBizOpps) website located at http://www.fbo.gov/ on the issuance date.  The Contractor is responsible for checking the website daily for any posted changes to the solicitation.  Other business opportunities may be viewed at https://acquisition.army.mil/asfi.  Bidders can link to the Honolulu District Contracting Website at http://www.poh.usace.army.mil/CT/CT.htm to view/download a copy of this solicitation.  Bidders must be registered with the Central Contractor Registration (CCR) in order to receive a Government contract award.  To register, the CCR Internet address is http://www.ccr.gov.
