About this opportunity
The Department of the Interior Bureau of Land Management Nevada Region seeks herbicide application services on 672 acres of BLM-administered land in the Kings River hazardous fuels reduction project near Winnemucca, Nevada, with proposals due August 5, 2026 at 1:00 PM Mountain Daylight Time. This is a Total Small Business Set Aside designated for Women-Owned Small Businesses under NAICS 115310 (Support Activities for Forestry).
Place of performance is Winnemucca District, Nevada (5100 E Winnemucca Boulevard, Winnemucca, Nevada 89445). The period of performance runs September 15 through December 31, 2026, with work to begin within 7 calendar days of notice to proceed.
The contractor must furnish all labor, equipment, fuel, supplies, and Imazapic herbicide (available in liquid formulations: Plateau or Panoramic 2SL at 8 oz/acre or dry granule formulation: Open Range G at 18.5 lb/acre). A current Nevada Commercial Applicator License is required. Application must achieve sub-two-meter horizontal accuracy using Differentially Correctable Global Positioning System technology with real-time guidance and 90% differential correction coverage. Herbicide application is prohibited within 300 feet of fish-bearing streams and 150 feet of other surface waters, during precipitation, or when ground is frozen. Quality control requires minimum 90% herbicide coverage on drift cards, with non-conforming areas treated at contractor expense.
Quoters must submit three parts: Technical and Past Performance information, Price, and completed Bid Schedule via email. Technical evaluation criteria include Nevada Professional Applicator License, proposed timeline and crew size, equipment specifications, quality control and safety plans addressing pesticide safety and medical facilities, GPS/GIS data collection experience, and key personnel qualifications. Past performance evaluation requires at least three recent and relevant projects completed within the past five years. Award uses best value comparative evaluation, with technical capability and past performance combined being significantly more important than price. Payment is by acre treated at actual acreage within designated boundaries, with equitable adjustment if actual quantity varies more than 15 percent from 672 acres. Service Contract Act prevailing wage rates apply, ranging from $13.75 to $25.28 per hour depending on classification.
