About this opportunity

The 14th Contracting Squadron at Columbus Air Force Base, Mississippi, issued a sole-source justification notice on September 2, 2026, for a five-year commercial Wi-Fi service contract with Cable One Inc./dba Sparklight, with a response deadline of September 17, 2026. The Government intends to award under FAR Part 12 and to negotiate with only Cable One based on its status as the sole existing internet service provider with on-site cable infrastructure and installation franchise agreement at the base.

The requirement is a turnkey solution to engineer, furnish, install, test, and maintain wireless internet service for unaccompanied housing dormitories and designated common areas across the base campus. The service will cover 3-day rooms, 94 dorm rooms, and 3 outdoor pavilions, providing reliable high-speed internet to residents at no cost in compliance with Department of the Air Force policy. The contractor shall provide installation and necessary equipment, including up to 73 modems, up to two Wi-Fi repeaters, and up to seven 24-port switches. The contract consists of one twelve-month base year and four twelve-month option years. The Government cites 10 U.S.C. 3204(a)(1), FAR 6.302-1, and DFARS 206.302-1 as authority for sole-source procurement. The Government invokes the competitive exclusion ground: other potential carriers lack the necessary on-site infrastructure and have not obtained the installation franchise required to operate at Columbus AFB. For WAWF invoicing, the BPN is F1N3BA for both inspector and acceptor roles, with no separate inspector required.
