About this opportunity
The Bureau of Land Management Nevada Winnemucca Field Office seeks aerial seeding services for 1,013 acres within the Owyhee Desert in Humboldt County, Nevada, with proposals due August 18, 2026. The procurement is a total small business set-aside under NAICS 115112 (Soil Preparation, Planting, and Cultivating).
Place of performance is the Owyhee Desert within the Winnemucca District, Humboldt County, Nevada. Performance runs September 15, 2026, through January 30, 2027. The contractor must broadcast a BLM-specified native grass seed mix across 1,013 acres at 6 pounds per acre, with uniform coverage not varying more than 15 percent above or below average distribution. Seeding cannot occur when wind speed exceeds 10 miles per hour unless authorized. Ground disturbance is prohibited due to Wilderness Study Area designation and sensitive cultural resources. The contractor must furnish all equipment, labor, fuel, qualified mechanics, and crew for seed handling and loading; the government provides the mixed seed and work location maps with GPS shapefiles.
Equipment must include a Differentially Corrected Global Positioning System capable of 1–2 meter horizontal accuracy with real-time tracking, visual display monitors showing swath width and nested polygons for sensitive areas, and application shutdown/restart capability. Equipment must accept and supply ARC/INFO GIS Shape files and maintain differential correction at least 90 percent of operational time. The contractor is responsible for protecting seed from loss or damage, preventing noxious weed spread through vehicle washing, preventing fuel spills, and remediating contaminated materials at certified hazardous waste facilities.
The procurement is a single firm fixed-price contract. Work is measured and paid by satisfactorily completed acres at a unit price per acre as specified in the Bid Schedule, with measurements derived from GPS-generated shapefiles processed in ArcGIS. Mobilization costs must be incorporated into the total per-acre cost. Evaluation uses a best-value trade-off approach weighing technical capability, relevant past performance (at least three references within five years), and price, with technical and past performance combined considered greater than price. Prevailing wage rates under Service Contract Act wage determination 2015-5601 (Revision 28) apply. Quotes must be submitted electronically to Galby Celestin at galby_celestin@ios.doi.gov with technical and past performance information in a maximum 5-page narrative and completed Standard Form 1449 with pricing. Contract administration is performed by BLM FA-NTL Intragency Fire Center in Boise, Idaho; the Contracting Officer is Kanon Morris. Offers remain firm for 60 calendar days from the quote due date.
