About this opportunity
The Department of the Army Corps of Engineers Engineering District Los Angeles is seeking a design-build contractor to complete electrical upgrades at the Wax Plant in Building 3566 at Yuma Proving Grounds. The contractor must complete design-build drawings from 65% to 100% and furnish all materials and labor to install three Wax Mixing, Melting, and Pouring Systems (WMMPS) and two conditioning chambers configured to support wax loading of projectile and mortar bodies. The project requires replacing existing steam injection systems with electric resistive heating, removing and disposing of current wax equipment, fuel tanks, steam generators, and associated piping, while increasing available electrical power to accommodate the facility's increased demands. The solicitation has undergone multiple amendments, with Amendment 0003 rescoping requirements and changing the construction portion into options within the price schedule. Proposals are due September 2, 2025, with no evaluation criteria explicitly stated in the provided notice.
This opportunity is designated as a Total Small Business set-aside under NAICS code 238990 for All Other Specialty Trade Contractors and PSC category Z2EA for Repair or Alteration of Ammunition Facilities. The work will be performed at Yuma Proving Ground, Arizona, specifically at Building 3566. The solicitation includes specific quantities of three WMMPS units and two conditioning chambers, representing a focused modernization effort to transition from steam-based to electric heating systems. No incumbent contractors, award values, or specific timeline for completion are mentioned in the notice, though the design-build nature suggests an integrated approach to both engineering completion and construction execution. The multiple amendments indicate ongoing refinement of requirements, with the most recent amendment addressing time zone conversion issues and requirement rescoping that breaks certain elements into optional contract line items.
