About this opportunity

The U.S. Army Corps of Engineers, Japan District (POJ) is preparing to issue an Invitation for Bid (IFB) for repair work on Piers 237, 341, and 516 located at the Yokohama North Dock in Japan. The project involves addressing deficiencies identified in pier inspection reports from 2018 and 2022, which include crack and spalling repair, coating work, bollard replacement, and pier fender replacement. This will be a design-bid-build (DBB) construction contract with a firm-fixed-price structure. Only local sources physically located in Japan and authorized to perform construction will be eligible to bid. Bidders must possess either a Japanese civil construction (doboku isshiki koji) or architectural construction (kenchiku isshiki koji) license, which will be verified through the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) website.

The pre-solicitation notice indicates no specific set-aside designation for this contract. The project magnitude is estimated between 500,000,000 and 1,000,000,000 Japanese Yen. The solicitation is projected to be issued in February 2025, with a bid submission deadline of April 15, 2025. All interested companies must be actively registered in the System for Award Management (SAM) database to be eligible for contract award. Joint ventures are permitted, but they must be registered in SAM as an independent entity and satisfy local source requirements. The U.S. Government will not offer "United States Official Contractor" status under the US-Japan Status of Forces Agreement, and U.S. contractors normally resident in the United States will not receive special certification.
