The agency plans to award a firm fixed price contract on a sole source basis to BAE Systems in Austin, Texas, under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing that only one responsible source exists to satisfy the agency's requirements. BAE Systems Information and Electronic Systems Integration Inc. serves as the primary supplier for the F-35 RFCM system, and no other contractors are currently capable of meeting the government's specific requirements for procuring and implementing the necessary Windows 11 updates. While this notice is not a request for competitive proposals, interested parties may respond to demonstrate their interest and capability, with all information received being considered solely for determining whether to conduct a competitive procurement. The government reserves full discretion in deciding whether to compete the contract based on responses received. The response deadline is August 26, 2025, with interested parties required to submit written responses via email or U.S. mail to the designated contracting officers.
This procurement does not utilize any set-aside designations and identifies BAE Systems as both the incumbent and intended sole source contractor for the work. The anticipated contract award date is December 2025, though no specific contract value or budget range has been disclosed in this pre-solicitation notice. The procurement falls under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and PSC code 5865 for Electronic Countermeasures, Counter-Countermeasures and Quick Reaction Capability Equipment. Companies interested in subcontracting opportunities are directed to contact Ms. Julianne Kabejja at BAE Systems via email. The timeline allows approximately four and a half months between the response deadline and the anticipated award date for the government's evaluation and award process.
