About this opportunity

The Naval Sea Systems Command intends to issue a competitive solicitation for the Future X-Band Radar (FXR) development program, encompassing design, build, integration, and testing of Engineering Development Models (EDMs) and delivery of multiple low-rate initial production (LRIP) units for fiscal years 2026-2033. The contract structure will include multiple contract types: Cost-Plus-Incentive-Fee for FXR system development, Cost-Plus-Fixed-Fee for engineering support, Fixed Price Incentive Firm Target for LRIP units and EDM hardware refresh, along with various line items for spares orders and data rights license upgrades. Critical contractor requirements include possession of TOP SECRET facility clearance with Sensitive Compartmented Information (TS/SCI) eligibility by contract award and qualification as a U.S. company or independent U.S. subsidiary due to export control restrictions under the Arms Export Control Act. The formal solicitation will be released electronically through SAM.gov, with draft sections and a bidder's library currently available to interested parties. The due date for this pre-solicitation notice is October 30, 2025, and additional technical performance incentive information was made available on September 30, 2025.

This opportunity does not utilize any set-aside designations, making it a full and open competition available to all qualifying contractors. The contract spans an eight-year performance period from fiscal year 2026 through 2033, indicating a substantial long-term commitment for radar system development and initial production activities. While specific award values are not disclosed in this pre-solicitation notice, the multi-year timeframe and inclusion of both development and production phases suggests a high-value defense contract opportunity. The program involves multiple deliverables including engineering development models for testing and validation, followed by low-rate initial production units, though exact quantities are not specified in the available documentation. No incumbent contractors or current service providers are identified in this notice, suggesting this may be a new program or a recompetition of existing radar development capabilities.
