About this opportunity
The Department of the Air Force Space Command seeks contractor flight crew personnel to provide comprehensive aircrew services for the 920th Rescue Wing's Functional Flight Check Program at Patrick Space Force Base, Florida. The contractor must supply two fully qualified HH-60W helicopter pilots (with one serving as an Instructor Pilot) and one Instructor Special Missions Aviator to conduct Functional Check Flights, maintenance flight tests, Operational Check Flights, Acceptance Test Profiles, engine rinses, and communications/mission equipment troubleshooting on HH-60W helicopters. Required qualifications include current HH-60W certifications, an active Secret security clearance, valid U.S. passport and driver's license, FAA Class 2 medical certificate, and worldwide deployability. Personnel must maintain standard Monday-through-Friday working hours (0700-1800 hours EST) with 24/7 availability during heightened activity periods and exercises. Performance will be evaluated monthly by a Contracting Officer Representative and Government Flight Representative against quality standards with acceptable performance levels ranging from 95-100% depending on the service category, with monthly billing reductions of $400 per pilot and $300 per Special Missions Aviator for each missed contracted sortie.
This pre-solicitation notice contains no set-aside designation, though the sources sought document indicates an anticipated award may be set aside for small businesses pending market research results. The contract period consists of one base year plus four 12-month option years with an additional six-month extension option, with work to be performed primarily at Patrick Space Force Base and potentially at CONUS and OCONUS locations, including depot-level maintenance support in South Korea. The government will furnish office space, computers, communications equipment, restricted area badges, flight clothing, and life support equipment, while the contractor bears responsibility for all other support and personnel training. Based on the NAICS code classification and market research parameters, the anticipated contract value is set at a $40 million small business size standard. Interested firms must submit a capabilities package by May 12, 2026, with the sources sought notice having requested initial responses by April 21, 2026 at noon to cynthia.whittaker@spaceforce.mil and gage.belyeu.2@spaceforce.mil.
