Notice text

NASA Ames Research Center (ARC) intends to extend contract NNA14AB82C (Fully Integrated Lifecycle Mission Support Services, commonly referred to as (FILMSS)) with KBRwyle on a sole-source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source, in support of Ames Research Center (ARC). The Government continues working on the follow-on acquisition (FILMSS II) and KBRwyle is the only company that can complete the required activities and avoid unnecessary delays in fulfilling the mission while the follow-on requirements are being competed. Information on the follow-on competition is available on Beta.SAM.gov under announcement number 80ARC019R0004. The purpose of the extension is to continue to provide program, science, engineering, operations and project management support for such efforts as biosciences flight development projects (e.g., mission implementation, instrument development, and technology advancement efforts), collaborative science programs (e.g., astrobiology, virtual institutes), aeronautics research projects, and various Ames offices.

The performance period will be extended for a maximum of nine (9) months (February 1, 2021 through October 31, 2021), consisting of one five (5) month base performance period and four (4) one-month option periods. A contract modification reflecting this extension and resultant increase in the estimated Cost Plus Fixed Fee (CPFF) of the contract will be issued on or before January 31, 2021, the expiration date of the FILMSS Contract NNA14AB82C.

The Government does not intend to acquire a commercial item using FAR Part 12.

This notice of intent is not a request for competitive proposals. Notwithstanding this stated intent, interested organizations may submit in writing their capabilities and qualifications to perform this proposed procurement action to the identified point of contact no later than 3:00PM PST on November 20, 2020.  All responsible sources may submit their capabilities/qualifications which shall be considered by the agency.  Such capabilities/qualifications will be evaluated solely for the purposes of determining whether or not to conduct this procurement action on a competitive basis. A determination by the Government not to compete this procurement action on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
