About this opportunity
Army Contracting Command intends to solicit fuel tank inspection, test, and maintenance services at Osan Air Base, Republic of Korea, with an RFQ anticipated in early September 2026 and proposals due in October 2026. Award will be restricted to Korean vendors only, as the project is funded by Logistics Cost Sharing (LCS) funds.
Place of performance is Osan Air Base, Republic of Korea. The contractor will manage approximately 365 aboveground storage tanks (ASTs), underground storage tanks (USTs), and day tanks. All contractor personnel must obtain base passes, complete antiterrorism training, and maintain current certifications in confined space entry and hazardous materials handling. A critical qualification requirement mandates that the contractor employ at least one currently certified STI SP001 Inspector as key personnel; all annual inspections must be conducted exclusively by an STI SP001 Certified Inspector physically present on-site. Monthly inspections require dual-signature validation by both a Delegated Inspector and an STI SP001 Certified Inspector.
The base year runs from 1 January 2027 through 31 December 2027, with four option years extending through 31 December 2031. The contractor will perform 11 monthly inspections per year, comprehensive annual inspections, and a one-time initial inspection of all tanks within the first four months (estimated at 92 tanks per month). Service call response requirements include 1-hour on-site response during normal duty hours for routine calls and 2-hour response for emergency calls. Liquidated damages apply for performance failures, including $250 per day for late inspection reports, $500 per day for missing STI SP001 certification, and $300 per hour for missed Category I service call response windows. Compliance is required with U.S. standards (STI SP001, DAFMAN 32-1067, UFC 3-460-01/03, API 650/653) and applicable Republic of Korea regulatory frameworks. A draft Performance Work Statement is available; the final version will be provided upon solicitation issuance. Interested contractors must be registered in SAM.gov. NAICS 811310; PSC Z1NA.
