About this opportunity
The Defense Logistics Agency (DLA) Land and Maritime is seeking potential manufacturers for a Fuel System Valve with National Stock Number (NSN) 2910-01-454-5005. Currently, AeroControlex Group Inc is the approved source, with Stratus Systems identified as the sole provider due to economic challenges in reverse engineering the component. The agency is inviting interested companies to submit a Source Approval Request (SAR) package through their Alternate Offer/Source Approval Program to be considered as an alternative manufacturer. Companies must comprehensively demonstrate their ability to produce the valve at a quality level equal to or better than the Original Equipment Manufacturer (OEM). All submissions must be sent directly to Contract Specialist William Perez at william.perez@dla.mil by April 21, 2025, with the expectation of providing detailed technical documentation proving manufacturing capabilities.
The pre-solicitation notice does not indicate a specific set-aside designation, meaning the opportunity is open to all qualified manufacturers in the Motor Vehicle Gasoline Engine and Engine Parts Manufacturing sector (NAICS 336310). The procurement falls under Product Service Code 2910 for Engine Fuel System Components. While specific award values or contract quantities are not disclosed, the notice suggests a focused procurement for a specialized fuel system valve component. The current approval of AeroControlex Group Inc indicates an existing market for the item, and the solicitation aims to expand potential sources for this critical component. The DLA's approach emphasizes competitive sourcing while maintaining strict quality standards for the fuel system valve.

The AMC/AMSC for the NSN listed above is “3 D”
AMC "3" Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. "
AMSC "D" The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Stratus Systems is the only company at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time. Based on all available information provided to the Contracting Officer, no other source can provide this item.

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
