About this opportunity
The U.S. Fish and Wildlife Service seeks fuel reduction herbicide treatment services for Ninigret National Wildlife Refuge in Rhode Island, with quotes due September 9, 2026. The procurement is a 100% small business set-aside conducted under FAR Parts 12 and 13 as a Request for Quotation.
Place of performance is Ninigret National Wildlife Refuge, Charlestown, Rhode Island. The NAICS code is 115310, Support Activities for Forestry, with a small business size standard of $34 million. The PSC code is F105, Environmental Systems Protection–Pesticides Support.
The scope covers herbicide treatment of 35 acres of mountain laurel regeneration across a two-year performance period from August 1, 2027, through December 29, 2028. Year 1 includes initial herbicide application followed by mowing of dead stems, targeting 70–90% control. Year 2 consists of spot herbicide treatment targeting 95–100% control. Pricing must be submitted on a per-acre unit price basis, inclusive of all supplies, materials, equipment, safety compliance, and labor.
Contractors must hold a valid Rhode Island commercial herbicide applicator's license and carry minimum $1,000,000 liability insurance covering drift, run-off, and pollution. All herbicide treatments must occur between August and October. Weather restrictions apply: sustained winds not exceeding 10 mph, gusts not exceeding 15 mph, and no applications during active precipitation or within 24 hours of forecasted rain unless product labels permit shorter rainfast periods. No restricted-use herbicides are permitted; all carriers and adjuvants must be non-toxic and registered for water applications. Contractors assume re-treatment responsibility at no additional cost if performance goals are not met.
Evaluation weighs technical and past performance combined more heavily than price. Offerors must submit a technical approach limited to 10 pages and three past performance references from contracts completed within the past three years. Service Contract Act wage determination No. 2015-4089 applies. Contracting Officer is Fred Riley, 413-253-8738. All contractors must maintain active SAM registration and subsequently register with the Department of Treasury's Invoice Processing Platform for payment submission.
