About this opportunity
The NAVSUP Fleet Logistics Center Norfolk is seeking to procure two DCCFD digital combined contaminated fuel detectors (Part Number 700001-G9) under a firm fixed-price contract. The detectors must meet MIL-DTL-22612D specifications and include a free water detector capable of measuring and displaying parts per million (PPM) of free water on a digital display. Vendors must be registered in the System for Award Management (SAM) database to be eligible for award consideration. The solicitation will evaluate quotes based on three factors: Technical capability to demonstrate minimum specifications, Small Business Certification status, and Price, with technical factors being weighted more heavily than price unless quotes are deemed technically equal. This combined synopsis/solicitation was posted on August 18, 2025, with responses due by August 19, 2025, representing an extremely tight timeline for interested contractors.
This procurement is designated as a total small business set-aside under FAR 19.5, limiting competition to qualified small businesses under NAICS code 332510 (Hardware Manufacturing) with a size standard of 750 employees. The contract requires delivery of the two detector units to NAS Oceana in Virginia Beach, Virginia by November 15, 2025. No incumbent contractor or potential award value is specified in the solicitation materials. The government reserves the right to award to a contractor other than the lowest-priced bidder and intends to make an award without conducting exchanges, though it maintains the flexibility to do so if necessary. Place of performance is listed as Virginia Beach, VA, where the naval air station is located.
