About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking repair and modification services for fuel control starting components, specifically NSN 7R-2915-015821218-P8 classified as commercial/nondevelopmental/off-the-shelf items. This procurement requires Government source approval prior to contract award due to the flight-critical nature of the components and limitations in available technical data for full competition. The contracting agency plans to solicit and negotiate with only one source under FAR 6.302-1 authority, though all responsible sources may express interest and capability within 45 days of the January 16, 2025 posting date (30 days if under an existing Basic Ordering Agreement). Vendors not previously approved must submit detailed information per NAVSUP Weapon Systems Support Source Approval Information Brochures along with their proposals. The final due date for this opportunity is August 11, 2025, and the Government retains sole discretion in determining whether to conduct competitive procurement based on market responses.

This procurement does not utilize any set-aside designations and is open to all qualifying contractors who can meet the strict source approval requirements. The contract calls for a quantity of 2 each of the specified fuel control components with delivery terms FOB Origin. No specific incumbent contractors or potential award values are identified in the notice, though the technical data package version 002 and reference number 254A1290-5 provide additional specification details. The acquisition is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions as outlined in relevant DFARS clauses. Given the specialized nature of flight-critical components and the source approval process timeline, the Government may proceed with award based on Fleet support needs even if new source evaluations cannot be completed in time to meet operational requirements.
