About this opportunity
The Defense Logistics Agency Aviation is seeking to procure KC-135 #1 Aft Body fuel cells through a three-year Multiple Year Contract (MYC). The contract will be a firm-fixed-price type for specialized fuel cells used in aircraft refueling, with a specific National Stock Number (NSN: 1560-01-529-7625). Currently, only two sources are known to be qualified: American Fuel Cell and Coated Fabrics Company and Meggitt (Rockmart), with technical data rights not owned by the government. The solicitation will be issued on November 26, 2024, with proposal responses due by January 10, 2025, and an anticipated award date of March 31, 2025. While the opportunity is designated as a full and open competition, the government retains discretion in determining whether to proceed with a competitive procurement based on received responses.
The contract will require delivery of 56 fuel cells in the first year, 56 in the second year, and 55 in the third year, for a maximum contract quantity of 251 units. Each fuel cell measures approximately 57 inches in length, 127 inches in width, and 52 inches in height, weighing around 65 pounds. The last procurement was conducted on September 6, 2022, with Meggitt (Rockmart) supplying 27 units. No specific set-aside has been designated for this procurement, and it falls under the NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. The procurement is being pursued under 10 U.S.C. 2304(C)(1), which allows for limited source solicitation when supplies are available from only a few responsible sources. An Ombudsman is available at (405) 855-3552 to address contractor concerns during the proposal development phase.
