About this opportunity

The Defense Logistics Agency Aviation is seeking to procure fuel cells for KC-135 aircraft through a three-year Multiple Year Contract (MYC). The solicitation, identified as SPRTA1-25-R-0049, will be for manufacturing and delivering specific fuel cells with NSN 1560-01-530-2924, measuring approximately 57 inches in length, 127 inches in width, and weighing 65 pounds. The government is conducting a limited competition under FAR 6.302, with only two qualified sources currently identified: American Fuel Cell and Coated Fabrics Company and Meggitt (Rockmart). The solicitation is expected to be issued on November 26, 2024, with responses due by January 10, 2025, and an anticipated award date of March 31, 2025. Interested parties have 15 days from the notice publication to identify potential commercial item capabilities, though the government has determined not to use commercial item acquisition policies.

The contract is not set aside for any specific business category and will be a firm-fixed-price type contract. The total contract quantity is 354 fuel cells, with planned deliveries of 113 units in the first year, 62 units in the second year, and 61 units in the third year, with the first delivery required by October 1, 2025. The most recent contract was awarded to American Fuel Cell and Coated Fabrics Company on September 23, 2024, for 51 units. The government does not own the technical data rights for additional sourcing, which limits potential competitors. An Ombudsman has been appointed to hear contractor concerns during the proposal development phase, available at (405) 855-3552, though this number should not be used for solicitation requests. The contract falls under the NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Product Service Code of 1560 for Airframe Structural Components.
