About this opportunity
The Defense Logistics Agency Aviation is seeking to procure fuel cells (NSN: 1560-01-529-7627) for KC-135 aircraft in-flight refueling systems through a firm-fixed-price Multiple Year Contract (MYC). The contract will span three years, with the solicitation expected to be issued on November 26, 2024, and responses due by January 10, 2025. The procurement is specifically for KC-135 #5 AFT fuel cells with specific dimensional requirements of approximately 57.00 inches length, 127.00 inches width, and 52.00 inches height. Currently, only two known sources can satisfy the government's requirement: American Fuel Cell and Coated Fabrics Company and Meggitt (Rockmart). The contract will be awarded under 10 U.S.C. 2304(C)(1) authority, which allows for limited-source procurement when supplies are available from only a few responsible sources.
The contract has no specific set-aside designation and is considered a full and open requirement. The estimated quantities include 32 units in the first year, 32 units in the second year, and 31 units in the third year, with a maximum contract quantity of 143 fuel cells. The anticipated award date is March 31, 2025, with the first delivery required on or before October 1, 2025. The previous contract, awarded on May 24, 2017, was to Meggitt (Rockmart) for 14 units. While the government intends to solicit proposals, they retain the discretion to determine whether to conduct a competitive procurement based on the responses received. An Ombudsman has been appointed to address contractor concerns during the proposal development phase, and can be contacted at (405) 855-3552 for non-solicitation inquiries.
