About this opportunity
The Department of the Army has issued a Special Notice regarding the consolidation of four separate contracts into a single Base Operation Support Services (BASOPS) contract at Fort Stewart, Georgia. Currently, the Army maintains distinct contracts for BASOPS, scales inspection and maintenance, grease traps servicing, and elevator maintenance and repair services. This consolidation effort seeks to streamline procurement operations and improve service delivery by merging these four separate agreements into one comprehensive contract. The opportunity is set aside for small businesses and has been classified under NAICS 561210 (Facilities Support Services) and PSC S216 (Housekeeping-Facilities Operations Support). The Mission and Installation Contracting Command - Installation Readiness Center (MICC-IRC) is managing this procurement initiative.
The consolidation objective is to standardize service delivery, eliminate redundancies, and increase operational efficiency in alignment with government-wide category management initiatives from the Office of Management and Budget (OMB), the Department of Defense, and the Army. The consolidated contract is valued at approximately $286.6 million and will include a 60-day phase-in period, a 10-month base period, and four one-year options. This procurement is specifically set aside for competitive small business acquisition, with particular emphasis on 8(a) businesses, as market research through two Sources Sought Notices on SAM.gov demonstrated that multiple small businesses possess the capability to perform the consolidated services. While projected cost savings are minimal at approximately 0.023% of the total contract value, the Army has determined the consolidation is critical to mission success by providing consistent service standards and improving the quality and predictability of service delivery across its installations.
Notice text
Currently, the consolidated requirements are procured via four (4) different contracts; a BASOPS contract, a scales inspection and maintenance contract, a grease traps servicing contract, and an elevator maintenance and repair services contract. This action consolidates these four (4) separate contracts into a single contract.
