About this opportunity

The U.S. Army Corps of Engineers Engineering Support Center Huntsville has awarded a capacity increase on the Facilities Repair and Renewal (FRR) VI Multiple Award Task Order Contract (MATOC), raising total shared capacity from $450 million to $948 million, to the existing FRR VI MATOC holders under a limited sources justification on October 29, 2026. No set-aside was used.

The additional capacity supports the Missile Defense Agency's Modular Power Enclosures Program (MPEP), which requires facility-related design-build construction, site preparation, and infrastructure work at multiple MDA-identified sites. The justification cites critical national security requirements, highly specialized qualifications (including UFC 3-301-02 Design Category V Structures engineering, security clearances, and hazardous work credentials), compressed schedules incompatible with full and open competition, and the existing holders' subcontracting relationships and capability to execute approximately 22 task orders. MPEP requirements must be awarded before March 31, 2027, with execution completed by February 28, 2028, per Office of the Secretary of War guidance dated July 9, 2026. The justification rejects new standalone contracts, sole-source 8(a) awards, and the follow-on FRR VII MATOC because their acquisition lead times exceed the program schedule.

The justification cites 10 U.S.C. 3204(a)(1) and RFO 6.103-1(c)(2)(ii) as authority. The FRR VI MATOC, awarded April 12, 2022, has a 24-month base ordering period and three 12-month options. It includes small business and 8(a) reserves, and MPEP task orders will be issued under anticipated fair-opportunity procedures.
