About this opportunity

The United States Agency for International Development (USAID) in Rwanda is seeking information to strengthen the design of the Market Systems for Livestock Activity (MSLA) program. This Request for Information (RFI) focuses on developing profitable markets for Animal Source Food (ASF) to increase small-scale farmers' income and improve nutritional outcomes in Rwanda's Feed the Future Zone of Influence districts. The RFI aims to gather insights on four key intermediate results: improving sustainable ASF production and markets, increasing ASF consumption awareness, expanding access to finance for livestock producers, and enhancing policies supporting livestock production. Interested parties must submit their responses via email to Mr. Eriazel Bagabo (ebagabo@usaid.gov) by December 19, 2024, at 15:00 EST, with the subject line RFI-696-25-000001. USAID emphasizes that this RFI is solely for information gathering and does not constitute a commitment to issue a solicitation or award a contract.

The pre-solicitation notice does not indicate any specific set-aside designations or mention potential incumbent contractors. No specific award value or budget range is disclosed in the document. The RFI covers 14 specific questions about program design, implementation approach, and potential challenges, suggesting a comprehensive approach to gathering information about the livestock market systems program. While the exact timeline for services is not explicitly stated, the RFI suggests the program will be focused on Rwanda's Feed the Future Zone of Influence districts. USAID has made it clear that responding to this RFI will not provide any competitive advantage in subsequent procurement processes, and individual feedback will not be provided to respondents. Interested parties are advised to monitor www.beta.sam.gov or www.grants.gov for future competitive business opportunities related to this initiative.
